How New York State Income Tax Works

New York uses a progressive bracket systemwith nine brackets ranging from 3.9% to 10.9% in 2026. Like the federal system, only the dollars within each bracket are taxed at that bracket's rate — your marginal rate applies to the next dollar earned, while your effective rate (total tax ÷ income) is always lower.

  • Standard deduction — $8,000 single / $16,050 MFJ / $11,200 head of household. Smaller than the federal deduction.
  • 401(k) and Section 125 deductions — pre-tax for both federal and NY state income tax. Reduce your taxable wages before brackets apply.
  • Top rate of 10.9% — applies only to income above $25 million; the 9.65% rate kicks in above $1.07 million. Most NY taxpayers face a 5.4%–6.85% top marginal rate.

NYC and Yonkers Local Income Tax

Two New York jurisdictions impose their own local income tax in addition to the state tax.

New York City

NYC residents (including all five boroughs) pay an additional 3.078%–3.876% local income tax. The top rate applies to single filers above ~$50,000 and MFJ above ~$90,000. A single NYC resident earning $80,000 pays roughly $2,700/year in NYC local tax on top of NY state tax.

Non-residents who only work in NYC do not pay NYC tax — only residents do. This is enforced via your IT-2104 withholding form and your annual NY return (Form IT-201 or IT-203).

Yonkers

Yonkers residents pay a 16.75% surcharge on their New York state tax (not on income — on the tax itself). A Yonkers resident owing $5,000 in NY state tax pays an extra $838 in Yonkers surcharge. Yonkers non-residents working in Yonkers pay a smaller 0.5% earnings tax on Yonkers-sourced wages.

FICA Taxes — Social Security and Medicare

FICA is federal and applies on every New York paycheck.

  • Social Security: 6.2% on wages up to $176,100 (2025) or $184,500 (2026). No further withholding once you cross the wage base for the year.
  • Medicare: 1.45% on all wages with no cap. Additional 0.9% Medicare surtax on wages above $200,000 single / $250,000 MFJ.
  • Employer match: your employer matches Social Security and base Medicare; the Additional Medicare surtax is employee-only.
