How New York State Income Tax Brackets Work

New York uses nine progressive tax brackets — more than the federal system's seven. Like the federal system, only income within each bracket is taxed at that bracket's rate. The first $8,500 of NY taxable income is taxed at just 3.9%, even for high earners. Most residents earning $80,000–$215,000 find themselves in the 5.9% marginal bracket.

NYC and Yonkers Local Income Tax

In addition to New York State income tax, two localities impose their own income taxes:

New York City Local Tax

NYC residents pay a local income tax that ranges from 3.078% to 3.876% based on income level and filing status. For a single filer earning $100,000, NYC local tax is approximately $3,078–$3,876 per year. NYC tax is automatically withheld from paychecks of city residents. Non-residents who work in NYC but live outside the five boroughs do not pay NYC local income tax.

Yonkers Surcharge

Yonkers residents pay a surcharge equal to 16.75% of their New York State income tax liability. On $5,000 in NY state tax, the Yonkers surcharge adds $838. Non-resident Yonkers workers pay a 0.5% earnings tax on wages earned in Yonkers. New York Standard Deduction and 401(k) Treatment

New York's state standard deduction is $8,000 for single filers and $16,050 for married filing jointly. It is indexed for inflation and applies before NY brackets. Taxpayers who itemize for federal purposes can also itemize for New York using Form IT-196, but the NY itemized deduction uses New York-specific rules and caps.

Unlike New Jersey, New York fully recognizes traditional 401(k) contributions as pre-tax.
